Regional Conference in Sylhet: “Tobacco Control: Actions Required”;24.10.09

The regional conference on “Tobacco Control: Actions Required” held on October 25th in Sylhet, is the second consecutive discussion arranged by the Unnayan Shamannay under the PATT project. The honorable parliament member Mr. Mahmud Us Samad Chowdhury was presented in the meeting as a chief guest. Along with him, there were other significant members of civil society also attended the discussion. The ceremony was conducted by the team leader of the PATT project, Mr. Zulfikar Ali. The project coordinator, Mr. Chinmoy Mutsuddi, gave a brief presentation on the objectives of the project along with the importance of tobacco control. Further, Mr. Zulfikar Ali focused on the possible steps that can be taken to reduce the consumption of tobacco. By agreeing with previous spokesmen, the honorable parliament member committed to raise the issue of increasing tax on tobacco goods in next year’s budget. He said,” I have planned to recommend this proposal of raising tax on bidi and other tobacco goods in next budgetary plan under the ‘rule of 71’. Besides these, there are many other discussants in the conference who provided their important suggestions of how to improve our strategies to implement our policies of raising tax in next budgetary plan.

The main objectives of this regional conference are:
  •  To inform participants about the Policy Advocacy for Tobacco Taxation (PATT) project.
  •  Disseminate research findings on tobacco taxation.
  •  Identify barriers to an increase in tobacco taxes.
  •  Building awareness in grass root levels in support of raising tobacco tax.

 
 
 


Open Discussion:
Besides this, through an open discussion all other participants recommended some important strategies which are given below:

  •  Controlling tobacco consumption should be considered as a political agenda. Involvement of political
        personnel is necessary to accomplish the goal of reducing tobacco consumption.
  •  Only tax increase would not be sufficient to keep away people from consuming tobacco. For that, we
        need to build up social awareness programs.  We can locate sign-posts of “No Tobacco” in public
        places, such as in front of schools, colleges, markets, and offices.
  •  Motivate the youth generation in anti tobacco campaign is necessary.
  •  We have to help people who want to quit tobacco consumption by introducing different kinds of
        rehabilitation programs.
  •  Make alternative employment opportunities for bidi workers.
  •  Cigarette must not sell to youths under eighteen years.
  •  The danger of tobacco usage must have to include in secondary school text books.
  •  Government should subsidize anti-tobacco advertisements.
  •  Media campaign should be more enriched and frequent to capture audience’s attention.
  •  We can raise the existing fine for smoking in public places.
  •  Moreover, the government should concentrate on the implementation of law.
